Cook the ground beef with taco seasoning. Whisk the wet ingredients (eggs, salsa, heavy cream) in a separate bowl. Combine all ingredients (cooked ground beef, shredded cheese, whisked wet ingredients, green onions) in a mixing bowl. Pour the mixture into a muffin pan. Sprinkle with more shredded cheese on top.
